I purchased these to sort scrapbook paper and they worked so well that I bought 2 more packs. They are a sturdy, but flexible plastic with tab dividers. They do come with labels included but I used my label maker for the tabs so I can't comment on the included labels. One other thing to mention is that some of the dividers do come stuck together but they are very easy to separate. When I first counted them, I thought some were missing in the package but that was not actually the case. Once I figured out they were stuck together, all of them were included.
